Summary of the French contribution to the SPDMM report

The South Pacific is often seen as one of the areas most exposed to the impacts of climate change in the world. Small island states, even if they are far from being the only ones affected, bear witness to the effects of climate change more than any other, and particularly to rising sea levels. In this context, small islands will often serve as laboratories, experimental spaces in which the uncertainties that still surround the local impacts of climate change will be miniaturised, reduced to the single issue of sea level rise. However, the impacts of climate change that these areas are and will be confronted with go far beyond the single issue of sea level rise.

Scientific data and climate scenarios

The objective of this report is to present climate change and its impacts according to two warming scenarios: the first is based on an increase in average surface temperature of 2°C by 2100, which is the most optimistic scenario established by the IPCC (RCP2.6); the second is based on an increase of 5°C by 2100, which is almost the most pessimistic scenario (RCP8.5). The physical, socio-economic and health impacts of these two scenarios are assessed for the time horizons 2030 and 2050.

Retrospective and crisis typology

To what extent do climatic or environmental factors play a role in triggering crises or even conflicts? This question still has no clear answer. Research has produced a number of reports examining the links between climate change and the outbreak of violence, but without clearly establishing the existence and nature of causal links. This report aims to contribute to this debate.

IRIS is a public-interest association and one of the main French think-tanks specialised in geopolitical and strategic issues. It is the only one to have both a research centre and an accredited teaching arm, the IRIS Sup’ school, which delivers diplomas. This model is a major factor in its national and international appeal.

The General Direction of International and Strategic Relations (DGRIS) contributes to the international politic coordinated by the Ministry of Europe and Foreign Affairs and manages the international action of the Ministry of Armed Forces.
